[FIX] possible FPS DROPS FIXED ?! RTX4060

I think i found a solution for FPS Drops, i had much better experience by doing this:

- Disable ANIMATED AVATARS in CS2 options + Steam Friendlist
- Disable STEAM Overlay
- set Monitor Refresh RATE to your minimum ingame FPS ... for me 140Hz because of 130-150 FPS (and enable VSync)
- set packet loss treshold to 2 packets

- optional set Graphic settings to MEDIUM
- optional disable/ enable VSync/GSync ingame and in Nvidia (it seems VALVE has done trash with the implementation)
- optional disable crosshair movement and set to classic static

But ure running on latest drivers for ur system etc. ? A new graphics and chipset driver is minimum ..

and btw if YOU ARE on WINDOWS 11 you are LOST because its till in beta with 100xxxx bugs ---- release of WIN 11 is 2025 Oct/Nov
