I believe valve is working really hard.

those instructions mention reporting entire boosting lobbies but I believe reporting individual players farming XP with farm bot cheats is okay too
I record them playing, especially the fact that they stop in place when being spectated, open their profile, and then email them the recording with the reported player's profile link
