is this a recent thing? i have 4k monitor aswell, but i run cs2 in 1440p. no issues.
i have this exact issue in snowrunner and expeditions tho. in those games what "fixes" it, is to turn vsync off and set frame limit instead. this won't cause the scaling issues, but it still causes screen tear as i can't lock my fps to match 59.97hz. i can only choose 60, but that's not same as 59.97 and it causes screen tear.
in cs2 i don't have it tho, vsync works fine. no scaling nor tearing issues. i have scaling in windows set to 150%. i run 4k desktop, but most games i run in 1440p.
