How to increase player slots on various workshop maps?

Various workshop maps like...

• de_foroglio (max 4 vs 4) https://steamcommunity.com/sharedfiles/filedetails/?id=3132854332
  
• de_memento (max 4 vs 5) https://steamcommunity.com/sharedfiles/filedetails/?id=3165559377
  
• de_mils (max 5 vs 5) https://steamcommunity.com/sharedfiles/filedetails/?id=3152430710

...have limited player slots.

Official maps and most other workshop maps are working with up to 32 players.

What I have tried:

• change gamemode
  
• "maxplayers" "32" (gamemodes_server.txt)
  
• checked at a private match and at a rented dedicated server (with 14 player slots). Both times same result.

Are the player slots on various workshop maps limited because of limited spawn points at these particular maps?

how do I increase max players on private matchs?
