Generally, yes. Usually a weapon is worth ten times the price of a weapon below it (of that quality). This makes profit taking with the trade-up contract very difficult. Instead, traders will play the odds by using fewer of the goal collection and use some cheaper sets to fill out the contract. Or they use the cheapest condition and hope for one closer to Factory New.
