Changing aspect ratio out of game

So I changed my aspect ratio from 16:9 to 16:10 and now every time I start up cs go it is just a black screen how do I change this out of game?

i try and do that, but it still doesnt work. I want to play on 1280 by 720, but it always reverts back to 4:3 when I launch the game.

I believe it goes like this
-right click csgo on steam library, and open properties
-I think it should say set launch options when you open the game properties

try this without quotes " -w 1920 -h 1080 "

Thanks, the settings tab was offscreen., so I couldn't reset it in-game
