Anyone know why this is?

Note: Starting in the next few days, items purchased for Counter-Strike: Global Offensive/ Team Fortress 2/ Dota 2 either in-game or on the Steam Community Market will not be tradable or marketable for one week after purchase. We are making this change to combat fraud and scams, and to help matain a safe and healthy item economy within Counter-Strike: Global Offensive/ Team Fortress 2/ Dota 2."

I imagine it's so you don't simply trade up and sell before the timer.

You wasted your money. Ditto for the guy with the M4 Nitro.

You can only trade up if there is a skin with a higher quality in that same collection. For example, you cannot trade up a M4A1-S | Nitro as it is the highest quality (Restricted) skin in that particular collection (Safehouse Collection). Same goes for certain skins like the Cobalt Quartz, Ossified and all Covert quality skins.

tl;dr There's nothing left to trade up for that skin's collection, so it cannot be done.

EDIT: Necro-bump.

one more question tho:
is what u get from trade up contract based on the sum of the items u put in, or is it completely random from one of the selections? Ive been told both so im confused, thanks

Each skin from a collection gives a 10% chance that the skin you receive is from that collection. That's why cobble collection skins are expensive.

I saw someone say about stuff by being tradable for a week. I'm not like a steam expert but I'm sure that's only trading with other players, however if it's a trade up contract in CS:GO, you can do that in less than a week, take me for example today I bought 15 skins and used those with another 5 I had to make two contracts, (done about 2 minutes after being bought) however when I went to do my 3rd my Cobalt Cores wouldn't go into the contract, I feel like it's something small to maybe to with individual skins, as I have today, don't contracts within 2 minutes of buying them as its not with another player
