How do I Stretch 4:3 res ratio in Fullscreen for Intel?
How do I stretch the image while in fullscreen mode and playing in a lower resolution? I hate those blackbars all around my screen, does anybody know how to do this for Intel graphics?

You need to also change your computers resolotion, not just the game

Ok I solved it, you have to change your Win 8 resolution to a 4:3 one first, now the whole desktop and OS should be unstretched 4:3, NOW after this the option to "stretch" will appear in Right click in the desktop > Graphics properties > Advanced mode (Intel's Graphics control panel's mode) > Scaling > change to "Stretch"; after these steps the desktop, just as any other fullscreen app including CS:GO, should look stretched fitting the whole screen now when running in fullscreen 4:3 proportion

Is it just me or did I just say to do that?
Do you know how to do it on win 7?

must be the same, first you need to know what 4:3 resolution you will use in CS:GO (in my case was 1024 x 768) so what I did was changing my desktop to 1024 x 768 and then entering the Intel Graphics control panel, there I changed Scaling mode to "Stretch to Fullscreen" (when by default it was Centered, something like that). After this you may now change the resolution of your desktop to the one you had at the beginning
