I want to buy it when I get money on steam, but I have CS:GO and do not know if I get an extra gift copy or not. Does it work like that or does it just put all the games on even if you own 1?

you do get an extra copy of go if you already own it.
the way the process works is that after you bought the pack steam recognizes that you own GO already and it becomes a gift in your inventory(which you can gift/trade with someone else)

it will turn into a gift copy. it works the same way if you bought CS from the steam store and you already owned it. becomes a gift copy.
I bought the orange box(tf2,portal, HL2, Hl2 ep 1 and 2) ages ago and I already owned HL2 ep1. steam gave me a gift copy of HL2 ep 1

in short: you will get a cs go gift

OP is talknig about Counter Strike complete pack and not Valve complete Pack. I know few month ago you did get an extra copy of CSGO but according to this "extra copie article" not anymore:
Extra copies will only be issued as a special promotion in the following specific cases:

a Users who own "Left 4 Dead" and then go on to purchase "Left 4 Dead + Left 4 Dead 2 Bundle" will receive an extra copy of "Left 4 Dead".

b Users who own "Portal" and then go on to purchase "Portal Bundle" will receive an extra copy of "Portal".

c Users who own “Half-Life 2” and go on to purchase “The Orange Box” or the "Valve Complete Pack" will receive an extra copy of “Half-Life 2”.
