Can't join the Terrorist Side

when i play with bots or private with friends we cant join the terrorist side only the ct side and everytime the server starts with sv_Cheats 1 too . i dont know why.. and when
i change the team with sv_swapteams it work but next round im again on the ct side
I have already reinstalled CSGO :D

So all this is just since yesterday
