How to use sound bites for Victory Theme

Question.. I noticed that some ppl have beats playing when they win. Can I make ANYTHING into a sound bite?? Like say audio track or take a sound bite out of a movie??? If so How????

when you are shown offers at the main cs go screen(where it shows stickers ect...) sometimes u will get a chance to buy a music kit. you can take a sneak preview of the music kit before buying. i suggest looking the music kit up on youtube to for sure know what your buying.

nope. as far as i understand community servers can have their own custom sounds but thats about it
