I am losing money every time I buy an item.
The protections from scamming/become scamming affects the WHOLE account, not just the item. For example the steam guard limits and password reset limits that completely blocks trading.
If steam didnt have this 1 week limit, he could buy a item with a stolen credit card, and them trade it into perpeteeum and do multiple circle trades so it become almost impossible for valve personell to rollback the trade. The only option valve has then, is revoking the stolen items, eg deleting the stolen items from whatever account the stolen items happen to be at, thus that user loses BOTH the item that he received AND the item that was pushed in the trade window.
Note how valve writes in the FAQ that trading in the trade window is not always 100% safe from item loss. Most trades will be rollbacked, eg you get back the item that you traded, when the stolen item is taken back, but if that is not possible, for example the itraded tem (that was traded for the stolen item) was sold on market by the scammer and then the scammer did purchase another item with the stolen money and traded away, then valve will be harsh and simply take the stolen item from you, without reimbursing the item traded away.
The 1 week limit is thus a safety for both you, and other people. If it happens to be a cc chargeback due to stolen card, the item will remain on fraudster's account and it can simply be taken back without hurting anyone else than the fraudster.
Note that even with the 1 week limit, CC chargebacks can be happen after that 1 week limit, and you can STILL LOSE ITEMS TRADED IN THE TRADE WINDOW! Thats why Valve puts so much emphasis with "Do not trade with strangers, even if all items traded is inside trade window!"
Most chargebacks however happen very qucikly when the card owner notices the suspcicios charges, thus its possible for Valve to have a 1 week quarantine period. This is made possible due to the most CC companies have a "internet account" where you can check the statement. If this woun't be possible, Valve would have a 30 day quarantine period because the CC bill and statement come in the mailbox once a month.
