I might be a bit late but I've had this problem for a couple of times in a row and I've figured out a solution, it's probably just a bug since many people have experienced this.
I went to settings, video settings, and changed the aspect ratio to 4:3 and when I clicked apply everything turns out to be normal again and then I switched it back to 16:9. Then I went into a game and everything comes back to normal again. Probably just a bug that has not been fixed as of yet.
Graphic settings are only a temp fix vsync and aspect ration needs to be applied after every start. Permanent fix I wrote already
