Yeah, they do indeed....but when you don't even have a basic understanding of how the banning system works, and you think you got a week ban for one offence..you shouldn't be playing MM.
Well, generally you look at the radar to see your teammate's positions. That's the sure fire thing. But if you want to rely only on your sight and not on your radar, then go ahead. Also, this isn't the first time you've been banned, and I'm only speaking from experience that helped me from getting banned.
Is it even possible to see the radar when scoped?
Also, you can't be certain a player won't walk into your scope, especially when playing in silver.
