Along with that, 4GB RAM like you have. Yeah, it'll work fine, if not better then mine! I normally get 45-60 fps on medium-high settings. I play on max resolution (1600x900 since I can't afford a 1080p), with settings all set to high, except anti-aliasing.
i have same CPU in my 2. PC + GTX285 - about 80 -90 FPS

Resolution: 720p HD
FPS: 50-60 on high settings except shaders and shadows which i have both of them on low
Your PC can run CS. i guess you will get around 80-100 FPS on high settings at resolution 720p HD. Drop the resolution to 800x600 or less and low settings and you will get +130 fps
The thing to note about the Intel Core Duo E6700 is that it is highly overclockable. You can overclock it up to 3.2 GHZ at stock voltage on air cooling and some have gotten it up to 3.5 GHZ.
If you invest in a few good case fans with a high CFM rating you should easily be able to overclock your E6700 to at least 3 GHZ without a problem.
3 GHZ is a relatively safe overclock, especially with the Source engines intensive CPU usage.
You might want to research overclocking your cpu at Toms Hardware or have a friend help you. Toms Hardware is a pretty good site to find out info or ask questions about overclocking.
