Neon Rider = Hotline Miami Reference?

I'm kinda going on a limb here, but does anyone else think that the MAC-10 Neon Rider skin is a reference to Hotline Miami's Biker? It has the neon colors and the description, Image of deadly biker, describes the Biker

well i thingk it is, it has both same collers and them as hotline miami. an image of an biker +i looks like the MAC-10 from payday 2 that you get with the hotline miami 2 digital delux thingy. and the MAC-10 is a common weapon in the hotline miami series.
