80 ping is playable, but still quite high. "Good" ping is probably 0-30 (probably would never get less then 10 though).

If you're stuttering at 80 I don't think high ping is the problem. 80 is pretty normal for me.
The lower the better gennerally. For serious play anything over 70ms isn't good. For more casual play where lag doesn't matter so much up to 120ms is okay.

On some games I get a ping of 5ms. My lowest ping has been 4ms I think.

I don't have fiber connection and I still get 10-15 ping.

5 is a good ping.
80 is playable.
Anything above 100 and I start to become annoyed.

Yeh, it has nothing to do with fibre as light can only travel so fast.
The only way to decreaseping is to move closer to the server.

I have the same ping now with a 40Mb line as I had with a 1Mb line.

If people are saying you're stuttering at 80ms, you should probably go into the console and type "net_graph 1" and see if there are other shenanigans going on, like choke or things involving custom rates you might have set (does this even matter anymore? I'm a 1.6 person).

I generally have a 40-100ms ping on matchmaking servers, depending on the timezone I'm playing in and where the server was located that I got put into. I don't have issues with people saying I'm rubberbanding etc.

If you have a bad ping plus you're dropping lots of packets for some reason, that would explain odd behavior. You might try running an extended ping test to the server you're connected to while you're playing and see if you're getting packet loss or are having other network related issues.

Yes, I used to use ADSL over a phone line and could get pings of 5ms on some servers.

I play comfortable on 70-150.

Most times I cant even tell the difference. If you are noticable "lagging" at 80 ping, its most definatley not your internet.
I hope not but just to check, you're not using wi-fi are you? A 100% cabled connection is best for gaming.
