sounds like good candidates for over watch grief bans. did you report them in game?
do you have any proposals for how to stop people from using alt accounts? many people before you have logged the same complaint, and no one so far has a good solution.
You are Tom and they are Jerry and therefore are smarter than you.
1. How exactly would you actually stop it from happening?

2. Why would Valve really do anything about it as it makes them more money.

3) Valve + Money.
4) Valve doesn't give a sh!t.
It's not pointless, just highly unlikely.
There is simply no good way to solve this problem. You can make the game more expensive, you can raise the number of wins you need, before you can play without going in CD every 2 wins, or a simple Play Time Limiter, where you can choose, how much +/ - hours your enemy must have to play with you.
E.g.: You got 400 hours. You choose +/ - 50 hours, so your enemies have to have around 350 and 450 hours of gameplay.
But now, why would Valve do that?
This would avoid people idling to achieve the playtime requirment and if you then set the playtime requirements at a high value like 500hours (i know sounds extreme) it would clean up competitive and keep it clean.
