You will NOT be banned by any System, but this is an external assistance and an Overwatcher CAN and WILL judge you as guilty for using that.
I've heard mice like the fire*something something* has a rapid fire button which makes tech 9 op. Over watch will probably spot you with it and might list you in for a trigger bot or something but VAC won't unless it's implemented in the software
Not really, no. You can't do that with a mouse where the rates of fire of the weapons are predetermined.

II) Overwatch bans:
1.Minorly disruptive (griefing): Around 30 days/1 month.
2. Majorly disruptive (cheating -aim/wall/other external hacks): Permanent.
For more information regarding Overwatch-bans go here.
Bunnyhop scripts simply simulate clicks and buttons as well and is not allowed. I'd say it is not allowed and as Guyver said, overwatch might ban you.
There is a difference between a script which interferes with the game and an external macro which has nothing to do with the game.
I would LOVE to hear how it gives an advantage.
Little offtopic: The "its only a macro, not a hack" will very quickly get you banned in starcraft 2.
Because CSGO is not starcraft 2, you may play for pretty long time with macro, but there is real chance of getting banned.
Is that a serious question? If it wasn't he would not want to use it, he himself said its "easier".
Easier for him because he clearly can't manage clicking and being accurate at the same time.
Whether they can detect it or not is not the case. They might not, still not allowed.
