Well. I can set my mouse to right click every 20milliseconds. Is this fair? Would OW know it was a macro, not a trigger?

I don't think VAC detects it (Don't hold me to that) and it would be hard to tell in overwatch, but you shouldn't use it.
No it isnt, it's switching controls for more comfort. That would make extra buttons on a mouse considered cheating as well.

You need to learn thee. I would advice a buy macro. I rarely use that now, and all that does is imput a numerical value to the set im buying. it takes 2 bullets to kill anyone in this game, having a macro is a fallacy.
More bullets is not better than having mojo.
