It doesn't come from weapon case. And rarely drop in mission.

French guy it does drop from cobblestone package but its just inpossible to get it from package thats why everyone does it in trade-up contracts

As for Souvenir dragonlore, about 1/200,000,000

No, not at all. There are multiple Souvenir DLors dropped this tournament from the souvenir packages.
