Sorry, its impossible to mod CSGO.
You can only change the looks/skins, with vtf files, and a few sounds, but thats it.

you can mod CS-GO but only in commuity servers can you create your own custom game modes. and its not simple you're gonna need some 3D modeling skills, programming and scripting experience, as well general networking experience to make any server good.

RPG i think may have already been done check the community server list.

Thats not 100% modding.
You can't add a rocket launcher to the game, only a script for team balance or something.
Its easy to prove: look on youtube, type csgo mod.
Then, type half life 2 mod.
see the difference :D

bang in on google "How to make CS-GO server" and youll find its not going to be worth your time unless you have previous 3D modeling experience (IE blender and the like), scripting in the language that CS-GO operates in so your map works in the first place, as well networking experience and having a spare computer handy to act as the server.

OP you're biting off far more than you can chew with this one.

You can add a rocket launcher if you so desire only in community servers if someone even bothered or cared to do so. We've already got community servers allowing the use of any knife skin you want as well weapon skin's so custom made weapons wouldnt be hard to do in private servers.

But the OP wants a whole new game-mode which like surf can be done in theory but would take alot of scripting.

Today is the opening of Diablo mod for CSGO. It is a fun mod from CS 1.6.

Levels, magic and items here like in War3. But gameplay is different, we have 8 unique races and more than 60 items. When you kill an enemy you get a random item which gives you additional abilities. You can't buy a certain item, it all depends on your luck and your Agility
Item strength will decrease if enemies will damage you. You will lose the item if his strength is equal to zero. Items can be repaired in Shop
Items can be passive (invisibility, vampiric) and active (totems, mines, fireballs). Active objects are activated with E button.
Most races abilities can be activated and accumulate if you are standing with a knife and waiting for Charging. Some race abilities can be activated with R button on knife. So, you dont need binds here)

The server is running on the top dedicated server for CSGO in Monreal(NA), so servers are on 128 tickrate
