delete the CFG folder,Steam\SteamApps\common\Counter-Strike Global Offensive\csgo\cfg,all your settings will be restored.

Restart game

you can hear again.

You have to restart the game (or reconnect, can't remember which) when you switch from enable 0 to enable 1

voice_system_enable 1
seems to do the trick for most people.

for the people who still have this problem make sure you reset audio settings in game

you can make an auto exec file with voice_enable 1 that should make it work

There is no need to restart the game with those commands. I have binded "voice_scale 1" / "voice_scale 0.4" / "voice_scale 0" and I use them live, on game.
