No it's an explosive device you ♥♥♥♥♥♥♥♥.
If you inspect the one ingame you'll notice the bolt is closed.
There was other weirdness too, like in California the gun was banned completely (By name) so they changed the name to the Tec-DC9.
With the ten year assault weapon ban signed by Clinton in 1994 (The law's really stupid, guns were banned literally by cosmetic features.) the Tec 9 was banned both by name and the fact it had a barrel shroud and "high capacity" mag. (The little thing with all the holes on the end of the gun.) so they made the AB-10 (After Ban-10 Rounds I guess.) which had a 10 round mag and no shroud. The federal assault weapon ban expired in 2004, but a few states (Including mine) enacted state wide assault weapon bans.
Now that I think of it, it's a bit weird to have the TEC-9 featured in the game since the company went out of business in 2001, athough the tec-9 is a very iconic weapon used by gangsters in movies, etc.
