Old Nuke is in Germany, The Nuke remake that was done over a year ago is set in the USA. Just because there is a sign that says EAU, how can you determine that Mirage is in Algeria? The factions on the map are Leet (Middle Eastern) and SAS (British).

In this image here of a city in Morocco, one can see that the buildings look very close to Mirage's buildings:

Yes

In Mirage, there is a lot of Arabic writing too, such as near the ticket booth, and the Terrorist faction on the map are of Middle Eastern/Arabic origin, which can be determined by Arabic voice lines as well as an Arabic accent. Besides that one water advertisement, there's nothing to suggest that Mirage takes place in Algeria. The map is of an obvious Moroccan style, just search on Google images for "Morrocan kasbah" or "Morrocan city". Even the CS wiki agrees that the map is of Moroccan style.
