Most probably the CS:GO server you are joining is simply too far away from you.

Speed test is tested on the closest server to you, but csgo server is located on either US or Europe or Singapore so in the end its based on how fast is your downloading speed, The longer you are from the csgo server, your download speed wont be able to handle it

ping has nothing to do with download speed

Ping is used to measure between modems. I guess you could say it "determines" your download speed. But there are several factors involved. You have to take into consideration the speed of the server you are pinging and the speed of your processor as well as the type of connection you are running. And whats even worse is you will always get a different speed (ping time in milliseconds) each and every time you run the ping command. It is suggested that you use the n-100 parameter with your ping command then do the math. That is: add the 100 results together then divide by 100. That will give you your average download speed. Your upload and download speeds do have some relevance to each other but I wouldn't concern myself too much with it if I were you. Upload pings are primarily a measurement of your system's processor and modem working together and their ability to send data out to the web. The lower numbers for download are indeed more desirable than high numbers but with upload it's just the opposite.

It's probably on your ISPs end. Call and ask them about it.

What do I tell them? That my CSGO is lagged due to the internet?

If your ping is bad in every game, tell them that your ping is bad in every game you play and ask why that is.

ok I just contacted them and basically they told me to replug the router and then reset it. The problem persisted so they asked me to google this problem or ask valve for support... and if that didnt work out they would send a tech worker to fix this problem phisically which i doubt will do something since i think the problem is on valves side (my internet speed is fine, ping is fine in every other game i play, CS1.6 included..)

This is an error on valve's side. Im having the same issue. Their servers are ♥♥♥♥♥♥ up atm, I live in Ireland and am getting 120+ ping on Luxembourg servers. Max ping is set to 50.

The only fix that has worked for me (only once) is to:
1. Press start.
2. type "cmd" and open it, it should be a black window with white text.
3. Type "ipconfig/release" into cmd.
4. Type "ipconfig/renew" into cmd.

This basically cuts off your internet for 3 seconds and once you type in renew it reconnects.
