CS2 - Stutter

Hi, I've had a big problem with CS2 and by the name you could guess it - stutter.
Game is laggy as hell, at first I actually thought that it's because of my PC, I had i5 9400 + gtx 1660 + 16gb ddr4, did a little upgrage, not a huge deal, i5 12400 + rtx 3060ti (8gb) + 64 ram (overkill but i wanted like this)
I tried a lot of things from the internet, I think it might be the internet but I am not positive 100%. I actually had a gaming router a few days, TP-Link AX6600, helped a bit but not that much.
I made a video so you guys can understand better what I am talking about, I'm showing my specs in it along with my cs2 settings, you can skip to 1:50 where the fun begins.
Any ideea it's appreciated, I love the game but I can't play it...

What are you talking about...your cs2 runs fine...should take a look at mine...your cs2 is smooth as hell...

Try setting up rivatuner to see what utilisation u get on ur cpu / gpu, at first glance this looks like the gpu is waiting on your cpu meaning u have a cpu bottleneck of some sort. No other major tasks / downloads running via task manager?

The game can run waay smoother tho. I also bet those frame time spikes are ptsd inducing esp when playing with a mouse.

Just did that, did help a bit but the problem is still there. I have no ideea why I had it on restricted, probably saw some clip on yt and I was desperate.

CPU around 45-50%. GPU 40-45% wich is wierd, even tho my CPU has 12 threads with 4.4GHz and CS being a CPU heavy load game, it does go to 4000GHz and around 50% load

U could try verifying game files and or reinstall nvidia drivers via DDU.
Also check if u can update other sodtware like chipset etc.

This looks more like network rubber banding to me. That's how it would look on Blackops for me when their servers would tank. Try setting the jitter to 2 ticks. If you're using Wi-Fi, switch to ethernet.
