Does valve not care about cheaters in DM?

DM Dust 2 is full of bots. And I don't mean CS bots. I mean people who made a fresh account and then set up a bot to farm cases or something. I report all of them and try to kick but I don't think everyone's on board.

They don't care about cheaters to the extent the game experience is irrelevant. Game is profitable and the community likes cheating. So, they're fine with it as long as it doesn't affect bottom line.
