why im 4,600 playing with my 13,000 friend and im gaining alot less rating per win than my teammate

Well it's more a hidden rank of yours. If I am correct tho. Everybody got some sort of shadow rank you can't see which improves on your own performance and win rate. Mmr means match making rating same as league of legends and it tracks how good you are means being on a winning streak cs should upper your mmr which gives you more csr etc.

But this can be wrong tho. I am no expert.

but im pretty equal to my teammate and even surpassing him, could be because its a new account

First of all why the new account and not main acc?

Secondly yes. A new account always has the same mmr from the start
