Might still come. Valve gotta pool up a bunch of cheaters before the ban hammer strikes. Do it too early and u risk more cheaters roaming free till the next banwave.

Can not confirm if your argument is true or not. I did recently play a match of comp where the match was terminated due to VAC detecting code anomalies. And giving the cheater a cool down. I have no idea who it was as it never tells you who was hacking.
