Does the Prime Status Upgrade go on sale?
I'm wondering if I should buy it now or wait for a Steam sale, and if the upgrade is worth it

Once CS:GO went F2P in December 2018, Prime discounts ceased. The last recorded discount was 1 month before, in November 2018.

Valve doesn't give discounts for Prime.

The CS community is known for farming accounts to create bots to then farm cases or sell those accounts so others can cheat.

Same reason that Steam gives discounts on millions of games every few months (It's called a sale)
