These accounts are now "limited" where you have to put $5 on the account for it to become unlimited, but these are the majority of the older accounts that are for resale.
My guess is, steam support leaked these accounts or Valve was hacked.
If you own a CD key from half life you bought in lets say 2001 you still have to create a steam profile and activate the key but the account age will be from today.
Those accounts you're talking about which are very old and get sold are accounts with activated CD keys. Many people back then made such accounts to sell them later.
This is a process many people do since the 90s, probably even further.
Back then people created websites so for example companies had to buy such website names to use them. If you created a website called nike.com before the company nike made it you could earn a lot of money. Many did that back then.
Same goes with stuff like ICQ (the chat programm). People created many accounts back then and then sold them. They are worth something because they had low digits.
Steam accounts are worth something because they are old, have low digits etc. aswell.
Obviously it isn't allowed to buy/sell accounts but that's how they were made.
Accounts with no community profile aren't bought accounts and it has nothing to do with any CD keys either. Accounts have no community profile because they didn't activate it yet. It is a one-time button click you can (don't need to) do. Just try it yourself. Create a new account and read all the information on your account and what you need to click to activate that profile. There are accounts created in 2003 with activated CD keys from people actively playing since then who never activated their profile because they just don't care about it btw.

Just report the player in question and move on. Nothing you can do.
You can't hack into steam and change the age of your acc or skins.
Skin changer exist, obviously, but is client sided. Meaning if someone uses a skin changer only he sees the skins, but nobody else.
If you've seen the other cheats you are welcome to prove me wrong - but please with evidence.
