Does anyone know why I keep lagging and having crazy net jitter?

I bought a new PC about 8 months ago and every since then I cant play any games on it. I keep having an error message in the top right whilst playing saying net jitter and the game stutters like crazy, im not sure if me buying my pc when this happened is just a coincidence or if its the reason. What are you items in your pc and what internet connection do you have?

In a game just go to a casual one and type status in console see how much packet loss you get then reply :D

RTX 4070 ti super, i9 13900k and 32gb ram, my latency is 20ms and 40mb download, hope this helps:)
