what error do you see?
If you click Play and try a game on the official modes, like Casual, Competitive or Premier, does it allow you to connect?
If the answer is yes, check your firewall settings and make sure the game has the required permissions, and also check your router and consider setting up your PC or local IP under DMZ.
The answer is yes
you need to know the IP (and port) of the community server
then, run the game, open the console and use this command:
/connect IP
Failed to connect to game server
Sorry, there's no other suggestion I can make, except try turning off any firewall or antivirus and see if it works like that.
