Report a translation problem
Restart CS2.
Restart your PC.
Restart your router/modem.
Check Steam Status:
Valve servers might be down. Check Steam Status to see if matchmaking servers are offline.
Verify Firewall/Antivirus:
Make sure your firewall or antivirus isn’t blocking CS2 or Steam.
Add CS2 and Steam as exceptions in your firewall and antivirus settings.
Check Your Internet:
Test your internet connection with a speed test.
Switch to a wired connection if possible.
Restart your network adapter:
Press Win + R, type cmd, and press Enter.
Run: ipconfig /release → ipconfig /renew.
Verify Game Files:
Open Steam → Library → Right-click CS2 → Properties → Installed Files → Verify integrity of game files.
Disable VPN or Proxy:
If you’re using a VPN, turn it off. Some servers might block VPN traffic.
Update Network Drivers:
Check if your network drivers are up to date. Use Device Manager or a dedicated tool.
Change DNS:
Switch to Google’s DNS:
Primary: 8.8.8.8
Secondary: 8.8.4.4
Advanced Steps (if the issue persists):
Flush Your DNS:
Open Command Prompt as admin.
Type: ipconfig /flushdns → Press Enter.
Reinstall Steam or CS2:
If nothing works, try reinstalling CS2 or Steam entirely.
Restart pc ✓
Restart CS2 ✓ (if you mean close and re-open)

All of his current servers are set to chinese for some reason, he lives in Europe
He even has a server on his list which appears offline when looking at the official servers
(I think we verified his firewall, not sure if we did it right so any tutorial you could point us to?)
Not sure if his firewall is blocking CS, and got no idea how to check that.

(we restarted his pc aswell just like the cmd told us to but it didn't resolve the problem)

I appreciate you for giving more info than most tutorials, I don't wanna take up some of your time but we're quite desperate, so if possible would you be able to reach out on discord? Sometimes I unplug my modem for about a minute as well and let it do most of this automatically, as well as it purging stored up data.
I'll also delete the %temp% folder of everything that will delete, then "delete temp files" after clearing the shader cache.
And lastly reinstalling cs2.
^Doing all of this fixes the vast majority of my jitter. I have connection set to unrestricted and fps_max at 0/unlimited.
The cloudflare speedtest is very helpful, it will tell you your packet loss, upstream jitter, downstream jitter, etc.
