Assistance Needed with CS2 Performance Issues

I am reaching out to express my concerns and seek assistance regarding ongoing issues with CS2. I have always admired your games and the community around them, but this experience has left me feeling frustrated and uncertain.

CS2 has been the only game I truly enjoy playing, but it feels like I need to "fight" for the right to play it. In most games, it’s so simple - you just choose your graphics settings from low to ultra and jump in. But here, I’ve spent weeks trying to make the game work, and it’s still not playable.

It’s frustrating and honestly sad that I’m facing so many challenges just to enjoy a game I love. I hope you can assist me in resolving these issues.

Recently, I upgraded my graphics card to an NVIDIA RTX 2070 SUPER 8GB, moving up from a GTX 1050. While my previous card struggled with low FPS, I was still able to play CS2. However, since upgrading, the game has become unplayable due to severe lag, stuttering, and general lack of smoothness.

Here are the issues I am experiencing:

The game feels laggy and stuttering, even in offline LAN games with bots.
In multiplayer (2v2 or 5v5), I struggle to perform as it seems opponents see me first or shots do not register correctly.
FPS remains between 40-60, while GPU usage is only 20-30% and CPU usage is 20-40%.
I spent the last two days researching possible solutions and applied several optimizations following these guides:

After implementing the changes, I encountered a new issue:
"Some of your game files have been detected to have no signatures or invalid signatures. You will not be allowed to join VAC secure servers."

I have already tried the following steps to resolve the problem:

Verified CS2 game files via Steam (multiple times).
Ran the game as an administrator.
Deleted BIN files and Windows cache.
Unfortunately, none of these actions have improved the situation, and the game remains unplayable both offline and online.
