I forgot to mention it's definitely not a ping problem since I run at like 20 of ping most of the time.

I played a lot of games with this PC and it's the first time it happens to me.
And even though you have a sexy ping that means nothing when it comes down to packet loss. Ping only measures the time to send something to a server and retrieve it back. It does not take into account when a single packet is lost unless many are lost in the process.
Chances are you have packet loss, it happens over networks and hops sometimes and just gets lost in transit. Nothing you can do about it unless you are playing wirelessly in that case the loss is probably in your home network.
I do play wirelessly. So do you think I should try linking my PC to the internet source ?
To check that my proposal is right, open CMD and type ping google.com -t.. and just watch it, and see if it will say something like "no response" thing..
Do what I said, open CMD and type "ping google.com -t" and it will show to you if you have packet drops or no. The only reason why this happens is because of these packet drops. I'm telling to you as a professional..

Well, now when you know your problem its easier to fix. As i said previously, the reasons could be in few places.
I would check the connection from your router to your pc first. And its kinda hard to explain.. You should ping your router.. the ip can be 192.168.0.1, 192.168.1.1 (these are the common IPs).. if the person who configured your router didnt put something different..
If you do have packet loss from your pc to router the its easy to solve, if not then its your ISP. You should call them and ask for some technician to come and check your connection.
Well, I am pinging here my IP and I don't have packet loss from my pc to my router.
