I had a conversation with Copilot about this yesterday and my opinion was that this goes back to Vertigo. Vertigo is a forced meme and its not a surprise that it finds itself in the new Dust2 rotation. Vertigo is a map no one loved except whoever implemented it, and they reworked it HEAVILY in its first few years as they were desperate to keep it in rotation, and even added it to the competitive esports scene while everyone there hated it for the same reasons -- its trash.
So why was Vertigo forced? Why does Grail exist? Why can't we just play Office or Dust2 or Mirage by themselves, the maps people seem to actually enjoy? (Though I think Mirage people are idiots, but I respect that they're real).
Because someone on the dev team has a very small, fragile, but persistent pvp gamer ego. They know camping spots in these maps, they got recked so many times at mid doors on CT that they literally prevented Ts from being able to AWP from spawn (the great Dust2 "upgrade"). Whoever that person on the dev team is, or cohort of friends, they've been killing the game with their own little egos since the day Vertigo was forced on us, and these recent changes are a continuation of their philosophy:
"I don't like how people play CS -- CS is *my* game -- so I will make them play differently, specifically, by forcing them onto maps that suit my personal play preferences."

I'd also love to see Aztec and Dust1 come back, pretty much everything before Vertigo was fine. Canals is good.... I mean there's almost nothing I wouldn't prefer to play over Vertigo and every map after Vertigo. (I had to look up Canals, its actually a 2017 map. Canals is the rare exception to post-vertigo maps that aren't trash.)
Anyway in doing that I found out Vertigo came out in 2012, thats the same year Google changed its privacy policy and the world supposedly ended. Fascinating.
