You need to go to the main Steam folder, and to the userdata folder, “my way looks like this (D:/ Steam / userdata)”.
Then you determine under what SteamID account on which your problem is present, and the second account on which this problem is not present. Copy all the contents of the folder of the account on which there is no problem, and transfer them to the folder of the account where the problem was created. accept the replacement of similar files, and try to enter the game. I found this way, it worked for me.

I have same problem bro, I have reinstalled Windows twice with full removal of disks C and D twi times, and same, but when I login in other account Steam - all working, with same settings in CS2..... Idk how fix that
