I had ~2.5 average KD in CS:GO and still barely had any cheaters in my matches.
Yet when I was in a lobby with a player from lower TF pool (got the warning message) my matches were a nightmare full of rage-cheaters.
Also Overwatch was basically effective against everything but radars, yet the problem was that eventually OW got overtaken by bots that made wrong verdicts on purpose making even spinbots not banned anymore. Most likely exactly because of that there is no public OW in CS2 at the moment.
Player skill and Trust Factor are complex systems, constantly evolving. The goal with CS2 is always a fair and balanced competitive environment for everyone. Remember, we have VAC safeguarding the integrity of the game, making sure every match is played on a level playing field
