Low fps cs2 I3 12100f RTX 4070

In cs2 all recommended defaulr settings I want upgrade my pc so first I bought rtx 4070 with 64gb ram and 4tb ssd. (Razer blade 14 2024) so I would get more fps and its now gpu bound game but still I get around 12 to 60 fps with same ♥♥♥♥ I donr know it's a bottleneck? I have 7040 amd ryzen 9 processor, what I do now I need more fps out of it at least 220 240 help me guys
