Naming and shaming is not allowed because we don't have any proof that they were cheating only valve can make that decision. Naming and shaming leads to witch hunts and false accusations and is a bad thing and banned for a reason.

You are protecting those that do actually cheat and there is a lot of it going on from walls to aim to Ghosting in game in any server right now as we speak. And if i caught a cheater and he was banned and I post about it that he was banned i get a slap for naming and shaming.
