Brother you just defined "Skin Changer" you're the only one who sees them.
it doesn't matter how you're going to program the software into the game, it's included as a cheat.
Skinchangers are bannable because they modify the memory of the game process the same way the most simple cheats do. For example the same method to modify players skins (to make them much brighter for better visibility) or changing skybox textures to get better visibility on some map spots.
Also you can modify skins through repacking VPK archives, but in this case you're not allowed to play in any servers with sv_pure 1 setting (which is used by all official servers), so basically you only can play on some community servers with your own skins and models.
