You need to reach lvl 10. And you can get about 2 levels per week, after that xp is reduced until next week.
So a few hours per week and you get your lvl 10 and premier after ~1.5 months. That's enough time to learn basics to you and enough time to see if you're a player who doesn't break any rules and deserve some trust.
Everything's fair.
New players need to learn basics, learn guns, learn maps before going into competitive mode. There's no child level for training, if you go comp you try your best. Otherwise you get newbies complaining about unfair matchmaking.
