They restricted it because bot farms where clogging up the system with junk verdicts screwing up alleged AI... but now people know nobody is watching so welcome to the idiotic choices of the CS2 dev team...

Trusted partners? I doubt any of them are actually doing Overwatch. One look at the leaderboards in Premier where people are doing 5v5 HvH without any getting banned should be enough to tell you that.

Most of the game bans if not all are people using detected features and getting banned by VACnet, not Overwatch.
