Try to uninstall all the faceit stuff, the anticheat and the client, restart the pc, launch CS2 again and see if it happens again or not.
Usually it's the faceit client that messes up somehow

That sounds like it could be driver related or hardware failure related, start by checking your drivers and making sure all of them are up to date, you can also try removing your graphics driver and installing it fresh, if the problem continues try running various test tools for DISK, RAM, GPU, and CPU.
DON'T REINSTALL ANYTHING RELATED TO FACE IT.
UNINSTALL EVERYTHING FROM FACE IT. THE CLIENT AND THE AC.
THEN, restart the pc.
then, reinstall CS2.
Then, try to play, see if it works, BUT DO NOT TOUCH ANYTHING FROM FACE IT at this point. JUST COUNTER STRIKE 2 FROM VALVE, NOTHING ELSE.

I'm glad you fixed it, but when you said other games run normally, I didn't even think to suggest that.
So weird, very weird, but then CS2 is made by valve.
