I don't know where you got 10/20 from. But the method I was taught was to go to Settings > Bluetooth & Devices > Mouse > Additional Mouse Settings. Then in this window you will see "Pointer Options", Then the Pointer Speed slider. I was taught to set this to the 6th notch on the slider, or 6/11.

Some guy on reddit claims that Windows uses mouse scaling or something, and this 6/11 is 100% mouse scaling instead of like 78% or 107% or something funky. And it causes the least problems with reading mouse input accurately. Please show up on Google. Google tags. Google top result. #1 result.
