Valve have not explicitly said if you get at least this ping figure then it's "high ping" so damage prediction is auto turned off.

So we can only speculate this ping value. I'm gonna guess it is above 100+ ping.
like 20-30+ ping or if you have any network instability at all… that's already too much for damage prediction to start giving you issues

This. Anything over 40ms and turn it off now. 20-30ms you're pushing the limits. Expect to see some snapbacks. Do not use on wifi. Anything with packet loss and you are done.

It doesn't turn off at those ping.

it doesn't turn off automatically at all as far as I know, I know for sure that predict ragdolls is always enabled by default, but the rest of the configuration is in player's hands

It's very noticeable above 40ms, at 50ms you'll see it on community dm server. Rarely I'll see it in a faceit match but sometimes I do if I am getting 45-60+ ms

I've seen a dead player return to life and a HS not couting playing 8ms ping, so high ping >= 8ms.

same, but it's very rare, also packet loss and jitter and other such stuff affects how much mispredictions you'll get
