i have a feeling Valve want to keep the original stickers at max value and my guess is that we will not see transparent stickers , it took 6 years from the first ones to next
i dont think we are going to see very nice looking stickers. take rio for example

My prediction is on 1st or 2nd May .(or even 3rd on weekly xp reset time)
