Got a 2-hour cooldown because of “Too Many Kicked Teammates.” Is this a JOKE??

I literally just pressed F1 when my team opened the Vote Kick to kick bots and cheaters, and I got a ♥♥♥♥♥♥♥ cooldown for it??

So next time, am I supposed to NEVER press F1 to kick a cheater or bot?? What the ♥♥♥♥ is this system?
